Planning permission was granted on appeal following a Planning Inquiry for a new 60 bed low secure mental health facility (Class C2) in Dartford, Kent. The nature of mental health provision proposed and the ‘perception of fear’ formed the basis of the Council’s reason for refusal. These were thoroughly assessed and refuted as part of a robust planning case.
